FinCEN and the Federal Reserve Board have withdrawn the joint proposal that would have cut the Bank Secrecy Act threshold for collecting and passing on information about cross-border funds transfers from $3,000 to $250. The withdrawal notice was filed on 6 November 2026 and is scheduled for publication in the Federal Register on 9 November 2026 as document 2026-22809, six years and ten days after the proposal appeared at 85 FR 68005.
