What Happened
Robinhood has won a Dubai Financial Services Authority (DFSA) license to serve retail investors across the Middle East. However, the US trading app will not launch its products until 2027.
The approval is also older than it looks. Robinhood MENA Limited received its license on July 20, three months before Thursday’s announcement.
The company says the license covers all 10 DFSA-approved asset classes. These include stocks, ETFs, crypto, and investment tokens, meaning tokenized securities.
ARK Invest data shows that network out-earned Ethereum last quarter.
Still, DIFC already hosts 72 brokers, up from 49 in 2022, per DFSA data. eToro, Interactive Brokers, and local app Baraka already serve UAE investors.
Crypto-native rivals are moving faster. Kraken won full approval from Dubai’s Virtual Assets Regulatory Authority (VARA) on Oct. 12. Its launch, due within weeks, includes xStocks tokenized equities.
Robinhood has yet to name which countries it will serve. By 2027, DFSA brokers and VARA exchanges may be chasing the same Gulf investor from opposite rulebooks.
Market Context
Bybit added a VARA spot trading license on Thursday. Exchanges worldwide are also pushing into stock trading.
Which Markets Could Feel Robinhood’s Gulf Entry?
Robinhood Markets (HOOD) shares barely moved, suggesting little Gulf revenue is priced in.
Why It Matters
The public register reads narrower. It lists “arranging” permissions, including futures and options, suggesting trades and custody may run through other group entities.
Tokenization issuers could gain a licensed Gulf distribution channel.

“The DIFC is one of the world’s most important financial hubs, and our expansion there brings us closer to building a global platform that enables anyone, anywhere to own the highest quality financial assets.”
Vlad Tenev, Robinhood’s chairman and CEO, said in a statement.
Can Robinhood Catch Rivals Already Live in the Gulf?
Dubai follows Singapore and Canada in Robinhood’s 2026 expansion. The company says its stock tokens traded $15 billion in Robinhood Chain’s first 100 days.
Gulf Wealth Opportunity or Crowded Niche?
Meanwhile, US regulators have backed real stock tokens over synthetic copies.
Regional brokers such as Baraka and eToro face the most direct overlap.
VARA exchanges like Kraken and Bybit overlap on spot crypto and tokenized stocks.
